The post-Cold War liberal order that consolidated in the 1990s — anchored by U.S. primacy, expanding free trade, and a widening web of multilateral institutions — has come under sustained strain since the mid-2010s. China's rise as a peer economic and technological competitor, Russia's full-scale invasion of Ukraine in February 2022, the U.S.–China trade and semiconductor decoupling that accelerated after the 2022 CHIPS Act and export controls, and the Israel–Hamas war that erupted on 7 October 2023 have together exposed the limits of the UN Security Council and the WTO dispute system. Middle powers and the so-called Global South — visible in the expansion of BRICS in 2024 to include the UAE, Iran, Egypt, and Ethiopia — have grown more assertive about non-alignment and reform of global governance. Layered on top of geopolitical rivalry are transnational challenges that no single state can manage alone. The 2015 Paris Agreement's 1.5°C target is slipping out of reach, with 2024 confirmed by the WMO as the first calendar year to breach that threshold on average. Artificial intelligence governance has moved from abstract debate to concrete contest, framed by the 2023 Bletchley Declaration, the EU AI Act of 2024, and competing U.S. and Chinese approaches to compute and model export. Sovereign debt distress across low-income countries, pandemic preparedness after COVID-19, and the weaponisation of supply chains in energy, critical minerals, and chips round out an agenda where security, economics, and technology are increasingly inseparable. The core dispute is whether the existing rules-based system can be reformed from within — through Security Council enlargement, IMF quota revision, and new treaties on AI and pandemics — or whether it is being displaced by competing blocs and bilateral deals. Debate today centres on how open economies should balance strategic autonomy with interdependence, how to finance climate adaptation in the developing world, and how to prevent regional wars in Ukraine, Gaza, and the Indo-Pacific from escalating into systemic conflict.

National-level politics across much of the world have been reshaped by the compounding shocks of the past decade: the 2008 financial crisis and its long austerity tail, the populist wave of 2016, the COVID-19 pandemic, and the 2022 inflation surge that followed Russia's invasion of Ukraine. These shocks have eroded trust in established parties and institutions, fuelled the rise of both right- and left-populist movements, and exposed structural weaknesses in housing, healthcare, public finance, and labour markets. In 2024 — the largest election year in history, with votes in the U.S., India, the EU, Indonesia, the UK, Mexico, and South Africa among others — incumbents were punished almost everywhere, a pattern political scientists linked to the post-pandemic cost-of-living squeeze. The substantive national agenda varies by country but converges on a recognisable set of issues: the affordability and supply of housing, the fiscal sustainability of pensions and health systems as populations age, the integration of migrants and the politics of border control, the management of energy transitions that protect industrial jobs, the regulation of digital platforms and online speech, and the strength of democratic institutions under polarisation. In many developing economies — including Indonesia, the host country of major regional debating events — questions about food and fuel subsidies, the relocation of capitals, the role of the military in politics, and corruption in resource sectors dominate domestic discourse. The core dispute is over the proper balance between state and market, between majoritarian politics and minority rights, and between national sovereignty and the international commitments that shape domestic choices on climate, trade, and migration. Today's debates are increasingly about whether liberal democracies can deliver tangible improvements in living standards quickly enough to defuse anti-system politics, and whether reformist governments in emerging economies can sustain growth while broadening social protection.
