Consult — Two-way communication. Seek input but retain decision-making authority. Surveys, focus groups, public comment periods.
Involve — Ongoing dialogue. Work directly with stakeholders to ensure concerns are reflected. Workshops, advisory committees.
Collaborate — Shared decision-making. Partner with stakeholders on specific aspects. Joint working groups, co-design processes.
Empower — Transfer decision-making. Give stakeholders direct control over certain decisions. Community-led initiatives, delegated authority.
