The United States and the UN Security Council warned Saturday of imminent mass atrocities in Al-Ubayyid, a regional capital in Sudan's North Kordofan state, citing "disturbing indicators" of large-scale violence after reports of major military reinforcements by the Rapid Support Forces (RSF) around the city. The RSF has been besieging Al-Ubayyid for months as part of its broader war against the Sudanese Armed Forces, which began in April 2023.
The warnings follow ten consecutive days of drone strikes by the RSF that killed at least 50 civilians in Al-Ubayyid and surrounding areas, according to statements from Dabanga Radio and UN officials. Al-Ubayyid, a key logistical hub connecting the capital Khartoum to Darfur's western regions, has become a strategic prize: both the RSF and the armed forces have invested heavily in controlling it. The city is home to approximately 500,000 residents, including more than 100,000 internally displaced persons already living in precarious conditions.
A Pattern Repeating
This is not the first time the international community has stood witness to such warnings. The RSF's capture of Fasher, the state capital of North Darfur, in October 2025 was preceded by similar signals. UN investigators subsequently documented mass killings, ethnic violence, and sexual assault during the RSF's assault on that city. UN human rights chief Volker Türk warned explicitly in his statement that an imminent attack on Al-Ubayyid "entails the risk of committing serious international crimes" and "deepens catastrophic consequences for civilians already suffering." UN Secretary-General António Guterres has stressed the need to prevent a repeat of what happened in Fasher, where infrastructure was destroyed and humanitarian access nearly ceased.
On Saturday, the UN Security Council issued a formal statement calling on the RSF to "immediately halt" offensive operations around Al-Ubayyid. A coalition of Western states—Britain, Canada, France, Germany, Ireland, the Netherlands, and Norway—supported a joint statement calling maximum pressure on both the RSF and the Sudanese military, with Norway's ambassador in Geneva noting that approximately 500,000 civilians face the imminent risk of mass atrocities.
The Strategic Stakes
Al-Ubayyid matters because it remains the key node linking government-held Khartoum to the western parts of the country under RSF control. Both sides view control of Kordofan's resource-rich region as essential. The RSF has maintained a blockade and sporadic bombardment for months; escalation to a full ground assault would trap civilians with limited escape routes.
The conflict has already claimed tens of thousands of lives and displaced 13 million people, making Sudan the site of one of the world's worst humanitarian crises. Aid organizations continue operations in Al-Ubayyid despite deteriorating security, but humanitarian workers themselves have been targeted. The UN on Thursday called for immediate safe passage for civilians who wish to leave and unrestricted humanitarian access for those who remain.
What Comes Next
The immediate test is whether the international warnings alter calculations on the ground. The RSF has previously disregarded statements from the UN and Western capitals. The armed forces claim full control and capability to defend the city, yet communications difficulties and contested territorial claims cast doubt on that assertion.
Watch for: any airstrikes on civilian areas over the coming weeks, reports of mass civilian casualties, evidence of coordinated ethnic or sectarian violence, and whether international powers move beyond statements to tangible pressure—military aid, sanctions, or direct diplomatic engagement with regional actors who wield leverage over the RSF. The scenario in Fasher unfolded rapidly; warnings issued on May 12 preceded documented atrocities by weeks.
