In short
Uganda is a security-heavy presidential system dominated by President Yoweri Museveni and the National Resistance Movement, and its external profile is larger than its economy: Kampala matters in East Africa less because of GDP than because it fields troops, hosts refugees, and sits at the center of Great Lakes and Nile Basin politics [CIA World Factbook](https://www. cia.

Foreign Policy
Uganda’s foreign policy is presidential, security-led, and region-first. President Yoweri Museveni remains both head of state and the decisive foreign-policy actor, while Prime Minister Robinah Nabbanja heads government administration; Uganda’s cabinet was reshuffled again in late May 2026, including at Foreign Affairs, reinforcing that major external decisions still run through State House rather than an autonomous foreign ministry State House Uganda, Parliament of Uganda, UG Standard. Kampala’s stated line is Pan-African, non-aligned, and integrationist, but in practice its interests pyramid is clearer than its rhetoric: survival and border security come first, regime security second, regional market access third, and status as a military and diplomatic broker fourth Ministry of Foreign Affairs of Uganda, BTI Transformation Index 2026: Uganda Country Report, World Bank Uganda Overview.
That hierarchy explains Uganda’s external behavior better than its public doctrine does. The core security file is eastern Democratic Republic of the Congo, where Uganda has worked with Kinshasa against the Allied Democratic Forces under Operation Shujaa since 2021, treating cross-border insurgency as an immediate survival threat rather than a discretionary regional mission Uganda Peoples’ Defence Forces, Presidency of the Democratic Republic of the Congo, International Crisis Group. Regime security is tightly linked to that posture: Museveni uses external deployments and counterterror framing to justify a strong security state at home and to preserve Uganda’s value to Western partners despite criticism of domestic repression and anti-LGBTQ legislation U.S. Department of State 2023 Country Reports on Human Rights Practices: Uganda, U.S. Congressional Research Service, Human Rights Watch. Economic interests sit underneath but matter: Uganda depends heavily on regional trade corridors through Kenya and Tanzania, and on East African Community integration, while the East African Crude Oil Pipeline project with Tanzania is a strategic export bet tied directly to foreign-policy positioning Bank of Uganda, East African Community, TotalEnergies EACOP.
Its key bilateral relationships are therefore uneven by design. Kenya and Tanzania are essential economic partners because they anchor Uganda’s port access and regional transit routes, while South Sudan is both a security concern and an export market TradeMark Africa, East African Community, World Bank. The United States and United Kingdom remain important aid, security, and training partners, but the relationship is transactional and has deteriorated over rights issues; Washington imposed visa restrictions after Uganda’s Anti-Homosexuality Act, yet security cooperation on Somalia and counterterrorism has continued White House, U.S. Department of State, African Union Transition Mission in Somalia. Rwanda is the sharpest regional rivalry. Even after formal border reopening in 2022, distrust over espionage, dissidents, and influence in eastern Congo has persisted, so Uganda and Rwanda cooperate tactically inside East African forums while competing strategically on security Reuters, International Crisis Group, East African Community.
Uganda’s multilateral profile is active and pragmatic. It is a member of the African Union, East African Community, IGAD, COMESA, the Commonwealth, the G77, and the UN, which it joined in 1962 United Nations Member States, African Union, IGAD, COMESA. In the UN system, Uganda usually aligns with the African Group and broader Global South positions on sovereignty, development finance, Palestine, and resistance to what it frames as politicized human-rights conditionality United Nations Digital Library, Ministry of Foreign Affairs of Uganda, Group of 77. It also uses peace and security contributions to build status: Uganda has long been a major troop contributor in regional and AU-led security missions, especially in Somalia, and converts that record into diplomatic leverage well beyond its economic weight SIPRI Military Expenditure Database, African Union Transition Mission in Somalia, IISS Military Balance.
The most useful divergence is that Uganda often breaks from the softer consensus of African non-interference by supporting robust cross-border military action when its own security agenda is at stake. Many African states defend sovereignty in principle; Uganda does too in UN rhetoric, yet it has repeatedly backed interventionist practice in Congo and has historically acted first and justified later when insurgent threats, border influence, or regime interests are involved United Nations Digital Library, International Court of Justice, Armed Activities on the Territory of the Congo, Ug [blocked]
