Rwanda's foreign policy combines assertive regional security engagement with sophisticated global branding around development and governance. Kagame has positioned Rwanda as a 'can-do' partner for foreign investment and international initiatives, hosting major conferences and serving as a model for aid effectiveness. The country has pivoted from Francophone to Anglophone orientation, joining the Commonwealth in 2009 and the EAC.

The DRC relationship is Rwanda's most contentious foreign policy challenge. Rwanda cites security concerns related to FDLR (remnants of the genocidal forces) operating in eastern DRC, while the DRC and multiple UN reports have accused Rwanda of backing M23 rebels to control mineral resources.
