Foreign policy

Bilateral posture, key relationships, and live diplomatic statements.

Foreign Policy

Uganda's foreign policy revolves around security provision, refugee hosting, and Museveni's personal diplomacy. The country has positioned itself as an indispensable Western security partner in the Horn of Africa through its Somalia deployment, which provides leverage to deflect governance criticisms. Uganda has also used its generous refugee policy as a diplomatic asset, attracting significant humanitarian funding.

Relations with Western donors have been strained by the Anti-Homosexuality Act and democratic governance concerns, leading to targeted sanctions and aid redirections. Uganda has deepened ties with China and Russia as alternative partners. Regionally, Uganda maintains a complex relationship with Rwanda (once close allies, now rivals over DRC influence) and has intervened militarily in South Sudan, the DRC, and Somalia.

MUN Delegate Guide

Uganda is a multifaceted delegation with strong positions on security, refugees, and development. Lead with Uganda's peacekeeping contributions and progressive refugee policy -- these are powerful shields against governance criticism. Uganda's refugee model (Comprehensive Refugee Response Framework) is frequently cited as a global best practice.

On security, emphasize Uganda's role in defeating al-Shabaab and stabilizing the Horn of Africa. On development, discuss Uganda's economic transformation and the potential of oil revenues for national development. Be prepared to handle questions about the Anti-Homosexuality Act by emphasizing sovereignty and cultural values -- this is a position shared by many African and OIC states.

Build coalitions within the EAC, with South Sudan (closest ally), Kenya, and Gulf states. Uganda has traditionally been close to the US and UK on security matters. On contentious votes, Uganda tends to align with the African consensus but takes independent positions on sovereignty and moral issues. The Rwanda relationship is delicate -- cooperate on EAC matters but be wary of DRC-related discussions where interests diverge.
