Foreign Policy
Uganda's foreign policy revolves around security provision, refugee hosting, and Museveni's personal diplomacy. The country has positioned itself as an indispensable Western security partner in the Horn of Africa through its Somalia deployment, which provides leverage to deflect governance criticisms. Uganda has also used its generous refugee policy as a diplomatic asset, attracting significant humanitarian funding.
Relations with Western donors have been strained by the Anti-Homosexuality Act and democratic governance concerns, leading to targeted sanctions and aid redirections.
