Foreign Policy

Costa Rica's foreign policy emphasises demilitarisation, human rights, environmental sustainability, and multilateral engagement. Without a military, it relies on diplomacy, international law, and alliances for security. Costa Rica is a strong supporter of the ICC, the Arms Trade Treaty, and nuclear disarmament.

Costa Rica has joined the OECD (2021) and maintains close economic ties with the United States while pursuing trade diversification through agreements with China, the EU, and the Pacific Alliance (as an observer).

MUN Delegate Guide

As Costa Rica, you hold exceptional moral authority. Your country abolished its army -- use this to champion disarmament, peacekeeping, and human security. Costa Rica's environmental credentials are world-leading, so take a leadership role on climate and biodiversity.

Build coalitions with like-minded democracies and small states. Costa Rica punches well above its weight in multilateral forums, especially on human rights (it has served on the Human Rights Council multiple times). Ally with European states on values-based issues while maintaining Latin American solidarity.

Avoid getting drawn into regional power politics between larger neighbours. Your strength is principled positions, not power projection.
