UNIFIL was established by UN Security Council Resolutions 425 and 426 of 19 March 1978 following Israel's invasion of southern Lebanon. Its original mandate was threefold: to confirm Israeli withdrawal, to restore international peace and security, and to assist the Government of Lebanon in re-establishing effective authority in the area.
The mission's character changed substantially after the 2006 Israel–Hezbollah war. Security Council Resolution 1701 (11 August 2006) expanded UNIFIL's troop ceiling to 15,000 personnel and broadened its tasks to include monitoring the cessation of hostilities, accompanying Lebanese Armed Forces deployments south of the Litani River, and helping ensure the area between the Blue Line and the Litani is free of unauthorized armed personnel and weapons. UNIFIL also operates a Maritime Task Force, the first naval component in UN peacekeeping history.
The force is headquartered in Naqoura, in southern Lebanon, and its mandate is renewed annually by the Security Council, typically in August. Troop contributors have included Italy, France, Spain, Indonesia, India, Ghana, Nepal, and Ireland, among others. The Force Commander has traditionally been a senior officer from a major contributing state.
UNIFIL has faced persistent operational challenges, including restricted freedom of movement, incidents involving Hezbollah-aligned local populations, cross-border fire, and fatalities among peacekeepers. During the 2023–2024 escalation between Israel and Hezbollah, several UNIFIL positions were struck, drawing condemnation from troop-contributing countries and renewed debate over the mission's rules of engagement and effectiveness.
Critics argue UNIFIL cannot enforce the disarmament provisions of Resolution 1701 because it lacks Chapter VII enforcement authority and depends on coordination with the Lebanese Armed Forces. Supporters counter that the mission provides an indispensable liaison channel between Israeli and Lebanese militaries via its tripartite mechanism, preventing miscalculation along one of the Middle East's most volatile frontiers.
