After the Cold War, International society has made several achievements toward peace in the United Nations. Remarkable example was Brahimi report, which was submitted in 2000. In addition to this, the Resolution was adopted by the UN General Assembly and various organizations related to peacebuilding, such as Peacebuilding Committee, were established. Against the unity of states, however, conflicts in the Middle East and Africa never ceased. Rather, the conflict itself, the crisis caused by the conflict and the state of the international order have become increasingly complex, multipolar or nonpolar. In 2015, when it had been 15 years since the submission of the Brahimi report, three reports were published: “High-Level Independence Panel Report on Peace Operations”, “Report of the Advisory Group of Experts for the 2015 Review of the United Nations Peacebuilding Architecture, The Challenge of Sustainable Peace”, and “Global Study on the Implementation of United Nations Security Council resolution 1325”. Of these, the second one is carried over directly to the “UN Peacebuilding Architecture Review”, the agenda of this conference. Furthermore, problem consciousness in these reports can be summarized into those 3 points. 1. Primacy of Politics - Peacebuilding must be essentially understood as a political method under the need to address the root cause. 2. Importance of prevention to build lasting peace 3. “People-centered” peacebuilding The conference design reflects the reports above, and specifically, the following three points are set as the topics of discussion. Topic❶ Sustaining Peacebuilding and “Conflict Prevention” -What kind of dimensions should we promote regarding Conflict Prevention? ☆keywords: three pillars of the UN (Peace・Security/Human Rights/Development) and Peacebuilding, Conflict Prevention Topic❷ “People-centered” peacebuilding -How to promote the “people-centered” peacebuilding? ☆keywords: inclusive ownership, local ownership, engagements by women, youth and minorities for peacebuilding Topic❸ Peacebuilding and Partnership inside and outside the UN -How to promote partnership for “sustaining peace”? ☆keywords: partnership(s) inside and outside the UN, fundraising, financial issues in PBA These are components for understanding Peacebuilding Architecture. You will work on a resolution through the discussion of these three topics.
