Foreign Policy

Chad has historically been one of France's closest military allies in Africa, providing battle-hardened troops for operations across the Sahel and hosting French bases. However, the relationship has become increasingly complicated under Mahamat Deby, who ordered French troops to leave in late 2024 and has explored closer ties with Russia. This potential strategic pivot could reshape the security landscape across Central Africa and the Sahel.

Chad is a critical player in Sahel security through the Multinational Joint Task Force against Boko Haram and the G5 Sahel (though the latter has largely collapsed). The country also plays a role in Libyan politics and has historically intervened in neighboring conflicts. Relations with Sudan have fluctuated between cooperation and proxy conflict, with the current Sudan civil war sending hundreds of thousands of refugees into eastern Chad.

MUN Delegate Guide

Chad is a militarily powerful delegation with outsized influence in African security discussions. Emphasize Chad's indispensable role in counter-terrorism operations across the Sahel, its hosting of over a million refugees, and the devastating impact of climate change on Lake Chad and the broader Sahel region.

Focus on counter-terrorism, climate security linkages (Lake Chad as a case study), refugee hosting, and the need for international burden-sharing. Chad can speak with authority about the failures of external counter-terrorism strategies and the need for development-focused approaches to preventing violent extremism.

Historically align with France, though the relationship is evolving. Build coalitions with Sahel states (Niger, Mali, Burkina Faso -- though these have experienced their own political upheavals), CEMAC partners, and Gulf states. On major votes, Chad follows the African and OIC consensus. Be cautious about the dynastic succession question -- frame it as a response to security imperatives and a pathway to democratic transition.
