Foreign policy

Bilateral posture, key relationships, and live diplomatic statements.

Foreign Policy

Libya's foreign policy is largely defined by the struggle for internal legitimacy. The internationally recognized government in Tripoli has sought to rebuild diplomatic ties and reintegrate into the African Union and Arab League. Oil revenue distribution remains the central political and economic issue.

Historically, Libya under Gaddafi pursued Pan-African and Pan-Arab unity and was instrumental in founding the African Union. Post-revolution Libya is more inward-looking, focused on reunification and stabilization.

MUN Delegate Guide

Representing Libya in MUN requires careful navigation. Clarify which government you represent -- typically the internationally recognized authority in Tripoli. Emphasize national sovereignty, territorial integrity, and the need for foreign actors to cease interference.

Call for arms embargo enforcement, support UN-led mediation (UNSMIL), and highlight the humanitarian cost of prolonged conflict. Align with the African Group and the Arab League. Avoid taking strong positions on issues where Libya's divided government has no unified stance. Instead, focus on building consensus on sovereignty and post-conflict reconstruction.
