Foreign Policy

Mozambique's foreign policy reflects its Lusophone identity, liberation-era ties, and growing importance as a natural gas producer. The country maintains strong relations with Portugal, Brazil, and other CPLP states, as well as historical allies from the liberation struggle including China, Russia, Cuba, and the Nordic countries (particularly Sweden and Norway, which were major aid donors).

The Cabo Delgado insurgency has reshaped Mozambique's security partnerships. SADC deployed a military mission (SAMIM), Rwanda sent troops bilaterally, and the EU established a training mission. The US, UK, and France have also increased security engagement. The country's LNG wealth potential has attracted major investment from TotalEnergies (France), ExxonMobil (US), and ENI (Italy), making energy diplomacy increasingly central to Mozambique's foreign policy.

Align with the African Group, SADC, CPLP, and the G-77. Mozambique has a unique position as a Lusophone country in an otherwise Anglophone/Francophone region -- use this to build bridges with Brazil, Portugal, and other CPLP members. On climate, Mozambique is extremely vulnerable to cyclones (Idai and Kenneth in 2019 were devastating), so advocate strongly for climate adaptation financing and loss-and-damage mechanisms.
