Cambodia's foreign policy is heavily tilted toward China, its largest source of aid, investment, and infrastructure financing. Relations with the US and EU have cooled over democratic backsliding and human rights concerns. Cambodia maintains membership in ASEAN but has at times undermined bloc unity on issues sensitive to Beijing.

Cambodia has border disputes and periodic tensions with Thailand and Vietnam, though relations have generally stabilized. It participates in Mekong River cooperation frameworks alongside Laos, Thailand, Vietnam, and China.
