Vietnam pursues 'multi-directional' foreign policy -- maintaining partnerships with all major powers while avoiding dependence on any single one. It has Comprehensive Strategic Partnerships with China, the US, Russia, India, Japan, and South Korea, among others.
The South China Sea is Vietnam's most sensitive foreign policy issue. Vietnam has the most extensive claims overlapping with China and has been more willing than most ASEAN states to push back against Chinese activities, though it prefers diplomatic over military confrontation.
