Foreign Policy

Finland's foreign policy has been transformed by NATO accession. Previously anchored in military non-alignment, EU membership, and Nordic cooperation, Finland now adds collective defense as a core pillar. It maintains one of Europe's strongest per-capita military capabilities, including universal male conscription and a trained reserve of 900,000.

Key priorities include strengthening NATO's northern flank, Arctic policy, EU competitiveness, cybersecurity, and maintaining channels of communication with Russia where necessary. Finland is also a strong advocate for rules-based multilateralism, gender equality, and education in development cooperation.

MUN Delegate Guide

As Finland, bring the perspective of a country that made a historic security choice in 2023. Your NATO accession story demonstrates how Russia's aggression has reshaped European security. Combine this with Finland's long tradition of dialogue and mediation.

Coordinate with Nordic partners (especially Sweden, which joined NATO in 2024), Baltic allies, and the wider NATO and EU blocs. Finland's unique position on Russia's border gives you particular credibility on European security.

Lead on Arctic governance, education policy, gender equality, and crisis resilience. Reference your comprehensive security model (total defense), which integrates military and civilian preparedness. On Russia, be firm but avoid grandstanding -- Finland's strength is pragmatic realism, not rhetoric.
