Estonia's foreign policy is driven by the imperative of security against Russia and deep integration with Euro-Atlantic institutions. It is among the strongest supporters of Ukraine, providing military aid exceeding 1% of its GDP, the highest per capita among donor nations.

Key priorities include NATO collective defense and forward presence in the Baltics, EU digital single market development, cybersecurity governance, and supporting Eastern Partnership countries (particularly Ukraine, Georgia, and Moldova) on their paths toward EU and NATO membership.
