Topic selection typically happens months before a conference. The Secretary-General, Under-Secretaries-General for the relevant departments (often General Assembly, ECOSOC, Specialized Agencies, and Crisis), and chairs collaborate to propose, vet, and finalize topics. Most committees receive two topics so delegates can vote on the agenda order at the start of session, mirroring real UN practice of adopting a provisional agenda.
Common criteria organizers weigh include:
- Mandate fit — the topic must fall within the real body's competence (e.g., disarmament topics belong in DISEC/First Committee, not ECOSOC).
- Debatability — issues with clear stakeholder divisions and multiple policy levers produce stronger debate than topics with broad consensus.
