NAIMUN Procedure refers to the parliamentary rules governing debate at the North American Invitational Model United Nations, one of the largest high school MUN conferences in North America, hosted each February by the Georgetown University International Relations Club in Washington, D.C.
While NAIMUN's rules broadly track standard North American MUN conventions, they have several recognizable features that delegates often need to adjust to:
- Speakers List opens automatically at the start of committee and runs continuously unless tabled; a motion to close the speakers list typically signals movement toward voting procedure.
- Moderated caucuses require a motion specifying total time, speaking time, and topic, and are voted on by simple majority. Delegates are usually expected to raise placards rather than be on a pre-set list.
- Unmoderated caucuses are the primary vehicle for bloc formation and draft writing, also requiring total time and a stated purpose.
- Working papers become draft resolutions only after dais approval and (in most committees) a required number of signatories, who do not need to support the content.
- Amendments are classed as friendly (accepted by all sponsors, adopted without a vote) or unfriendly (requiring a substantive vote).
- Voting procedure closes the room: no communication in or out, and only points and motions related to voting are entertained. Roll-call votes, division of the question, and motions to adopt by acclamation are commonly available in GA and ECOSOC bodies.
NAIMUN's crisis committees depart further from this template, relying on directives, communiqués, and personal portfolio powers rather than resolutions, with continuous crisis updates from a backroom. Specialized agencies and historical committees may use modified rules published in each committee's background guide.
Delegates should always read the conference-specific Delegate Guide and Rules of Procedure issued by the NAIMUN Secretariat each year, as small details — such as quorum thresholds or rights of reply — can change between iterations.
