Bahadur Shah Zafar II (Abu Zafar Sirajuddin Muhammad Bahadur Shah, 1775–1862) was the twentieth and final ruler of the Mughal dynasty, ascending the Delhi throne on 28 September 1837 after the death of his father, Akbar Shah II. By the time of his accession the Mughal emperor was a sovereign in name only. The Treaty of Allahabad (1765) had transferred the diwani of Bengal, Bihar and Orissa to the British East India Company, and successive arrangements had reduced the emperor's territorial authority to the Red Fort and its environs. The Company paid him a pension and recognised his nominal suzerainty—coins were struck and the khutba read in his name—but real administration lay with the Resident at Delhi. Lord Ellenborough and subsequent Governors-General progressively curtailed even ceremonial deference, signalling intent to extinguish the imperial title on Zafar's death.
The principal procedural rupture of his reign concerns the question of succession and dignity. The Company under Governor-General Lord Dalhousie pursued a policy of erasing residual sovereign symbols: it resolved that Zafar's heirs would relinquish the title of Badshah, vacate the Red Fort for the Qutb area, and be styled merely princes. Negotiations over the nominated heir—Zafar favoured a younger son, Mirza Jawan Bakht, born of his consort Zinat Mahal—were used by the British as leverage. The emperor was required to accept conditions diminishing his successors' status in exchange for continued allowances. These humiliations, alongside the cessation of the right to mint coinage in the imperial name, formed the backdrop against which Delhi's symbolic centrality to the rebellion of 1857 must be understood.
A poet of considerable accomplishment in Urdu and Persian, Zafar wrote under the takhallus (pen name) "Zafar," and his court was the last great patron of the Delhi literary world, sustaining figures such as Mirza Ghalib and Zauq. His ghazals, suffused with themes of transience and loss, acquired a retrospective poignancy after his exile. The defining episode came on 11 May 1857, when sepoys who had mutinied at Meerut the previous day marched to Delhi and proclaimed the aged Zafar—then over eighty—as Shehenshah-e-Hindustan, the symbolic sovereign of the uprising. Reluctantly accepting the role, he lent the rebellion a unifying legitimacy that transcended regional and religious lines, drawing Hindu and Muslim sepoys and noblemen to the Mughal standard. A court of administration was nominally constituted under his son Mirza Mughal. After months of siege, British forces under generals including Archdale Wilson and John Nicholson recaptured Delhi in September 1857. Zafar was a figurehead—a legitimising symbol rather than a strategist—and his political agency was constrained by age, dependence on the rebel sepoys, and the factionalism of the Delhi court. He is likewise distinct from the Peshwa lineage, whose claim rested on Maratha sovereignty; Zafar's authority derived from the lingering prestige of the Timurid-Mughal imperial idea, the very thing the Company sought to abolish. His trial therefore served a deliberate political purpose beyond the punishment of an individual.
Bahadur Shah Zafar was tried in 1858 before a military commission inside the Red Fort on charges of rebellion, treason and complicity in the murder of Europeans—a legally anomalous proceeding, since as nominal sovereign he could not coherently be charged with treason against a Company that acknowledged his suzerainty. Convicted, he was spared execution and exiled to Rangoon (Yangon), in British Burma, where he died on 7 November 1862 and was buried in an unmarked grave. The proclamation of the title's extinction accompanied the formal end of Company rule: the Government of India Act 1858 transferred Indian administration to the Crown, and Queen Victoria's Proclamation of 1 November 1858 inaugurated direct British governance, terminating the Mughal imperial title permanently. His tomb in Yangon, rediscovered in 1991, has since become a site of commemoration.
