San Marino claims to be the world's oldest republic, founded in 301 AD. This microstate enclaved within Italy has a unique governance system where two Captains Regent serve as joint heads of state for six-month terms, rotating every April and October.

Despite its tiny size, San Marino maintains an independent foreign policy and participates actively in international organizations. During COVID-19, it gained attention as the first European country to offer Sputnik V vaccination.

MUN Delegate Guide

As San Marino, invoke your status as the world's oldest republic. Your rotating dual-head-of-state system is a unique model of power-sharing and democratic rotation.

Coordinate with European microstates and the Council of Europe. Push for recognition of small states' contributions to democratic innovation. Your independence and longevity are powerful arguments against the notion that size determines sovereignty.

Foreign Policy

San Marino's foreign policy focuses on maintaining its sovereignty and independence while cooperating closely with Italy and the EU (it uses the euro through a monetary agreement but is not an EU member). It is active in the Council of Europe and has championed small state rights in international forums.
