Azerbaijan pursues a multi-vector foreign policy, maintaining strong ties with Turkey (ethnic and strategic ally), Russia (pragmatic relationship), Israel (arms and intelligence cooperation), and increasingly the EU (energy partnerships). Its COP29 hosting elevated its diplomatic profile despite criticism of its human rights record.
