Azerbaijan pursues a multi-vector foreign policy, maintaining strong ties with Turkey (ethnic and strategic ally), Russia (pragmatic relationship), Israel (arms and intelligence cooperation), and increasingly the EU (energy partnerships). Its COP29 hosting elevated its diplomatic profile despite criticism of its human rights record.

Azerbaijan is not a member of NATO or the CSTO, maintaining strategic autonomy. The Turkey-Azerbaijan axis ('one nation, two states') is the cornerstone of its regional positioning.
