High School Mock Trial Regional Competition (Clackamas Region)

Mock trial competitions emerged in the United States in the mid-20th century as a means of introducing students to the adversarial legal system, courtroom procedure, and the rules of evidence. Programs grew out of law school moot court traditions and were adapted for high school audiences beginning in the 1970s and 1980s, with state bar associations and organizations such as the National High School Mock Trial Championship (founded 1984) standardizing the format. Today, mock trial is administered at the state level, with regional competitions feeding into state championships and ultimately a national tournament. The core exercise centers on a fictional case packet, alternating yearly between civil and criminal fact patterns, which includes a complaint or indictment, stipulated facts, witness affidavits, exhibits, and case law. Teams prepare both plaintiff/prosecution and defense sides, with students taking on the roles of attorneys and witnesses. Competitors are judged on opening and closing statements, direct and cross examinations, application of the Federal Rules of Evidence (often in a modified form), and overall courtroom demeanor by panels of practicing attorneys and judges. In the Clackamas Region and across Oregon, the competition is coordinated by the Classroom Law Project, which selects the annual case and publishes regional rules. Recurring issues in mock trial pedagogy include balancing competitive intensity with educational value, ensuring equitable access for under-resourced schools, and adapting to hybrid or virtual formats that gained prominence after 2020. The activity remains one of the most widely used vehicles for civic and legal education in American secondary schools.
