The General Assembly,

Recalling the Convention on the Rights of the Child (CRC) of 1989, which establishes the fundamental rights of children to survival, development, protection, and participation,

Recognizing Saudi Arabia’s commitment to child welfare through Vision 2030, its investments in education and healthcare, and its leadership in humanitarian aid across the Muslim world and beyond,

Noting with concern the persistent threats to children globally, including armed conflict, poverty, exploitation, and lack of access to education and healthcare, which hinder their development and violate their rights,

Acknowledging the unique vulnerabilities of children in developing nations and conflict zones, as well as the need to address cultural and regional contexts in protecting their rights,

Emphasizing the importance of international cooperation, capacity-building, and family-centered approaches to ensure children’s well-being and future potential,

Expressing appreciation for the efforts of UNICEF, the UN High Commissioner for Refugees (UNHCR), and regional bodies like the Organization of Islamic Cooperation (OIC), while identifying the need for enhanced action,

Hereby resolves to:

1. Enhance Protection from Violence and Exploitation

a. Urges all Member States to strengthen national laws and enforcement mechanisms to prevent child trafficking, labor exploitation, and recruitment into armed groups, with UN technical support;
b. Supports the establishment of a UN Rapid Response Child Protection Unit by 2026 to deploy aid and expertise to conflict zones, with Saudi Arabia offering logistical assistance;

2. Promote Universal Education

a. Calls for the creation of a Global Child Education Fund (GCEF), aiming to raise $2 billion annually by 2028 from donor states and private partners to ensure free, quality education for all children;
b. Encourages the development of Regional Education Hubs, with Saudi Arabia proposing to host one in the Middle East, to train teachers and provide digital learning resources;

3. Improve Health and Nutrition

a. Endorses the launch of a UN Child Health Initiative (CHI), funded through voluntary contributions, to provide vaccinations, maternal care, and nutritional support to underserved regions;
b. Urges Member States to reduce child mortality rates by 50% by 2035, with Saudi Arabia sharing best practices from its healthcare reforms;

4. Strengthen Family and Community Support

a. Promotes the adoption of National Family Support Programs, tailored to cultural contexts, to empower families as the primary protectors of children’s rights, with guidance from UN agencies;
b. Invites UNESCO and UNICEF to launch a Global Campaign on Child Rights Awareness, emphasizing the role of communities in safeguarding children;

5. Address Children in Crisis

a. Requests an increase in UNHCR funding by $500 million annually to support refugee and displaced children, ensuring access to education and psychosocial care;
b. Encourages states to establish safe zones and rehabilitation programs for children affected by conflict, drawing on Saudi Arabia’s humanitarian aid experience;

6. Ensure Global Coordination and Accountability

a. Requests the UN Secretary-General to submit an annual report, starting in 2026, on the state of children’s rights globally, highlighting progress and gaps;
b. Proposes a biennial Global Summit on Child Protection, beginning in 2027, co-hosted by Saudi Arabia and a developing nation, to review implementation and share best practices;

Concludes by reaffirming its dedication to a world where every child enjoys their rights to safety, education, and opportunity, building a foundation for sustainable global progress.
