Honorable Chair, Esteemed Delegates,

The Russian Federation addresses this body as a pioneer of the cosmos—from Sputnik’s first orbit to our enduring partnership aboard the International Space Station.

Outer space is humanity’s shared frontier, yet today it teeters on the edge of disorder. Weapons loom, debris multiplies, and a few actors seek to privatize what belongs to all. Russia stands firm: outer space must remain a realm of peace—not a battlefield of dominance.

Our legacy compels us to act. For decades, we have championed the Prevention of an Arms Race in Outer Space (PAROS), yet the shadow of militarization continues to spread. Over 170 million pieces of debris threaten vital satellite infrastructure, while commercial interests eye the Moon and beyond without consensus.

These are not mere risks—they are direct challenges to sovereignty, equity, and international law. Challenges the Russian Federation will not ignore.

We therefore call for:

  • A legally binding treaty to prohibit weapons in space,
  • A global framework for debris mitigation and management, and
  • A UN regulatory body to ensure equitable access to outer space for all nations.

Russia stands ready to contribute its expertise—from launch capabilities to lunar research—in service of a peaceful, cooperative cosmos.

Distinguished delegates, the stars are not for conquest—they are for collaboration. Let us govern outer space with justice and unity, or risk surrendering it to chaos and division.
