Topic: Global Cyber Threats and Confidence-Building Measures

Honorable Chairs, Distinguished Delegates, The Republic of Korea has experienced firsthand the profound impact of cyberattacks on critical infrastructure and democratic institutions. Last year alone, we detected over 1,200 major intrusion attempts targeting our energy grids and financial systems.

As cyber threats know no borders, unilateral measures are insufficient to protect our digital commons. Korea therefore proposes the establishment of a UN-mandated Cyber Confidence-Building Framework, which would include transparent reporting of major incidents, joint training exercises, and a secure multilateral hotline for rapid incident response.

By sharing best practices and threat intelligence, Member States can deter malicious actors and uphold international peace and security in cyberspace. The Republic of Korea stands ready to co-chair a working group on the Framework and invites all delegations to collaborate in drafting its founding resolution.
