Honorable Chair, Distinguished Delegates,
The Federal Republic of Germany rises with a resolute pledge: the Democratic Republic of the Congo—a land of boundless promise—must no longer be defined by conflict and despair. As a nation forged through unity and renewal, we view the DRC’s ongoing struggles—war in the east, plundered resources, six million displaced—as a clarion call for collective action. This is not a distant crisis; it is a shared responsibility.
Germany has long stood with the Congolese people—investing over €500 million in peacebuilding and humanitarian aid, supporting MONUSCO, and championing a responsible mineral trade. We understand the stakes: cobalt powers our world, yet it fuels militias; children flee instead of learn. But stability requires more than compassion—it requires commitment. We affirm the DRC’s sovereignty, yet remind all: sovereignty thrives only with security and justice.
Germany therefore proposes:
- A revitalized MONUSCO, equipped with a clear and realistic transition strategy;
- A UN-led Resource Governance Pact to end illicit exploitation and ensure transparency;
- A Humanitarian Rebuilding Fund, seeded with Germany’s initial pledge of €50 million.
Esteemed delegates, the DRC’s future hangs in the balance. Let us act not in hesitation, but in unity—harnessing peace, equity, and hope—to lift this nation from shadow to strength.
