Honorable Chair, Distinguished Delegates,
The Socialist Republic of Vietnam stands before you today resolute in our commitment to a secure and peaceful global order—one increasingly imperiled by the invisible yet pervasive menace of cyber and hybrid threats.
As a nation embracing the digital age, where over 70% of our population is connected online, we have witnessed the dual nature of this frontier: a gateway to progress, yet a battleground for destabilization. From relentless cyberattacks on our institutions to disinformation campaigns that sow discord, Vietnam knows firsthand that these threats respect no borders, exploit every vulnerability, and demand our collective resolve.
Rooted in the principles of the United Nations Charter, Vietnam champions a cyberspace governed by sovereignty, non-interference, and equity. We have fortified our defenses through our Law on Cybersecurity and the vigilance of VNCERT, yet we recognize that national efforts alone are insufficient.
The hybrid tactics of today—blending cyber assaults with propaganda and economic sabotage—threaten not just states, but the very fabric of our societies. Developing nations like ours, striving to bridge the digital divide, face sophisticated aggression with limited resources.
Vietnam calls for a united front. We propose the following:
- A UN framework to establish norms of responsible state behavior in cyberspace;
- A Cyber Resilience Fund to empower vulnerable nations;
- An international Task Force on Hybrid Disinformation to detect, expose, and counter malicious campaigns.
These are not mere suggestions, but necessities—concrete steps toward safeguarding our shared digital future. Let us reject unilateral dominance and embrace multilateral cooperation, ensuring that cyberspace remains a realm of opportunity, not oppression.
Distinguished delegates, the time for action is now. Vietnam stands ready to collaborate—drawing from our resilience, experience, and vision—to build a world where cyber and hybrid threats are met with unity and strength.
