Honourable Chair, Distinguished Delegates,
The Commonwealth of Australia rises today as a nation deeply connected to the digital world—where social media links communities across oceans and yet, all too often, fuels the fires of conflict.
Social media is no longer a neutral platform; it is a powerful actor. It spreads both truth and falsehood, amplifies unity and division. From the tragedy in Myanmar to the war in Ukraine, we have witnessed how digital platforms shape the course of modern conflict.
Australia has not stood idle. Through our Online Safety Act and the leadership of our eSafety Commissioner, we are protecting the vulnerable. As co-founders of the Christchurch Call, we combat terrorist content online. And with an investment of AUD 500 million, we are countering disinformation across our region and beyond.
But no nation can face this challenge alone. As propaganda poisons discourse, as extremists exploit platforms, and as fragile states teeter under digital assault, we must act—together.
Australia proposes:
- The creation of a UN Digital Conflict Charter to establish clear global norms for responsible online conduct,
- A Global Resilience Fund, with an initial AUD 50 million Australian pledge, to build digital literacy and capacity worldwide, and
- An International Tech Partnership to foster accountability, innovation, and ethical governance in the tech sector.
Freedom of expression must be safeguarded—but so must global peace.
Esteemed delegates, social media has the power to divide—but also the power to unite. Let us choose unity. Let us choose action. Let us build a safer digital future together.
