Working Papers and Resolutions
How to draft a resolution that actually passes — from working paper to final vote.
A working paper is an informal document you draft during committee. It outlines proposed solutions. Think of it as a rough draft that evolves through negotiation.
Working papers don't need formal UN formatting. They just need:
- A clear list of proposed actions
- The names of sponsoring delegations
- Enough specificity that other delegates know what they're signing onto
Once a working paper has enough sponsors (usually ~20% of the committee), the chair may formally introduce it as a draft resolution.
