The General Rule of Interpretation (Article 31)
Article 31 of the VCLT establishes the general rule: a treaty shall be interpreted in good faith in accordance with the ordinary meaning to be given to the terms of the treaty in their context and in the light of its object and purpose. This single sentence contains three elements: ordinary meaning, context, and object and purpose.
Context includes the treaty text, its preamble and annexes, any agreement relating to the treaty made between all parties, and any instrument made by one or more parties and accepted by the others. Subsequent agreements and practice of the parties regarding interpretation, as well as any relevant rules of international law applicable between the parties, must also be taken into account.
