Writing the Affirmative Plan

How to construct a specific, topical policy proposal that anchors the affirmative case.

Anatomy of a Plan

The affirmative plan is a specific policy proposal that implements the resolution. A complete plan text typically includes:

  • Agent — who implements the plan (e.g., 'The United States Federal Government')
  • Mandates — what the plan does (the specific policy change)
  • Enforcement — how compliance is ensured
  • Funding — how it is paid for (often 'through normal means' to avoid funding debates)
  • Timeline — when it takes effect

The plan must be topical — it must fall within the resolution's scope. For example, if the resolution says 'The USFG should substantially increase its exploration of outer space,' a plan to fund NASA's Mars mission is topical, but a plan to improve highway infrastructure is not.

Good plan texts are specific enough to defend but vague enough to be flexible. Over-specifying invites targeted attacks; under-specifying invites topicality challenges.
