Security Through Dialogue

The Organization for Security and Co-operation in Europe has 57 participating states spanning North America, Europe, and Central Asia. It emerged from the Helsinki Final Act of 1975, a Cold War-era agreement that recognized European borders, committed signatories to human rights principles, and established a framework for East-West dialogue. The OSCE in its current form was established in 1995.

The OSCE's unique feature is its comprehensive approach to security, covering three 'dimensions': politico-military (arms control, conflict prevention, border management), economic and environmental (trade facilitation, environmental security), and human (democracy, human rights, rule of law, freedom of media). This broad mandate reflects the Helsinki insight that security is not just about armies — it encompasses governance, economic stability, and human dignity.
