The Home Front: Civilians in Total War

How the Second World War transformed everyday life for civilians, from rationing and factory work to the Blitz and Japanese internment.

Total War and Civilian Life

World War II was the first truly total war, meaning the entire economic and social fabric of belligerent nations was reorganized around the war effort. Unlike previous conflicts where armies fought while civilians watched from a distance, WWII demanded the participation of every citizen. Governments rationed food, clothing, and fuel. Factories that once made automobiles now produced tanks and aircraft. Women entered the workforce in unprecedented numbers — the iconic Rosie the Riveter represented millions of American women who filled manufacturing jobs vacated by men sent overseas.

In Britain, the Home Front was defined by the Blitz. From September 1940 to May 1941, German bombers struck London for 57 consecutive nights and targeted industrial cities like Coventry, Liverpool, and Birmingham. Over 43,000 British civilians were killed in the bombing campaign. The government evacuated 1.5 million children from cities to the countryside in Operation Pied Piper, separating families for years. Meanwhile, the British rationing system, introduced in January 1940, became one of the most comprehensive in history. Every citizen received a ration book, and items from butter to petrol were strictly controlled. Paradoxically, the rationing system actually improved nutrition for Britain's poorest citizens, who gained access to a more balanced diet than they had enjoyed before the war.

In the Soviet Union, the civilian experience was far grimmer. The Siege of Leningrad (1941-1944) trapped roughly 2.5 million civilians in the city for 872 days. An estimated 800,000 to 1 million people died, mostly from starvation. Soviet women served not only in factories but in combat roles — over 800,000 women served in the Red Army, including as snipers, pilots, and tank crews.
