Stakeholder Analysis

Identifying who is affected by a policy, who has power, and how to map interests — essential for feasibility and implementation.

Why Stakeholders Matter

A technically excellent policy that ignores stakeholder dynamics will fail. Stakeholder analysis identifies who is affected by a policy (positively or negatively), who has the power to influence its adoption or implementation, and what their interests and positions are.

Key dimensions to map include: (1) Interest — how much does the stakeholder care about this issue? (2) Power — what resources can they bring to bear (votes, money, expertise, media access, legal authority)? (3) Position — do they support, oppose, or remain neutral on the proposed change? (4) Coalition potential — which stakeholders can be aligned together?

A common tool is the power-interest matrix, which plots stakeholders on a grid from low to high power and low to high interest, helping analysts prioritise engagement.
