How to structure speakers list speeches, moderated caucus speeches, and impromptu responses using MUN-specific frameworks.
The PCS Framework: Position, Context, Solution
Every MUN speech — whether 60 seconds or 3 minutes — should follow the PCS framework:
Position (10-15% of time): State your country's stance clearly. No preamble, no throat-clearing. 'The Republic of Korea firmly supports the establishment of a binding framework for autonomous weapons systems.'
Context (40-50% of time): Explain why your country holds this position. Use evidence: treaty obligations, economic data, historical precedent, or national security concerns. 'As a nation that maintains the world's sixth-largest active military and faces a nuclear-armed neighbor, South Korea understands that unregulated autonomous weapons threaten the stability of the Korean Peninsula — where 28,500 US troops serve alongside ROK forces under the Combined Forces Command.'
Solution (35-45% of time): Propose specific action. Not 'we should work together' but 'we propose a three-tier classification system modeled on the Chemical Weapons Convention, with annual compliance reviews administered by a dedicated UNODA sub-body.'
