Social Mobility Solutions

What actually works to increase social mobility -- from Nordic models to targeted interventions -- and what does not.

The Nordic Model

Denmark, Sweden, Norway, and Finland consistently achieve the highest social mobility rates in the developed world. A child born into the bottom quintile in Denmark has a significantly higher chance of reaching the top quintile than one born in the US. The Nordic model combines several mutually reinforcing elements: universal early childhood education, comprehensive healthcare, generous parental leave, strong trade unions, progressive taxation, and robust social safety nets.

Critically, Nordic countries invest heavily in human capital formation before inequality takes root. Universal pre-school starts at age one. Public schools are uniformly high-quality, with minimal variation between rich and poor neighborhoods. Higher education is free. The result is that a child's life chances depend far less on parental income than in countries where education quality varies with zip code.
