Security Council procedure is fundamentally different from General Assembly procedure, and many experienced GA delegates make mistakes when they first enter an SC simulation. The most important differences to understand are size, informality, and the role of consultations.
The Council has only 15 members. This means there is no hiding. Every delegate is visible, every absence is noticed, and the chair knows exactly where each country stands. Speeches carry more weight because there are fewer of them. One strong intervention can shift the entire debate.
The Council operates largely through informal consultations rather than formal sessions. In the real UN, most SC business happens behind closed doors in the consultation room. In MUN, this translates to a much higher ratio of unmoderated to moderated caucus. Expect to spend more time negotiating face-to-face than giving speeches.
