The Sanctions Architecture
Iran faces one of the most comprehensive sanctions regimes in modern history, layered over decades. US sanctions began after the 1979 hostage crisis and expanded dramatically in the 2000s to target Iran's nuclear program. UN Security Council sanctions were imposed from 2006 to 2010, followed by EU sanctions targeting Iran's oil exports and Central Bank.
The most devastating measures were secondary sanctions — US penalties on any foreign entity doing business with Iran. These effectively cut Iran off from the global financial system, as banks worldwide refused Iranian transactions to avoid US penalties. Iran's oil exports fell from 2.5 million barrels per day (2011) to under 1 million (2013), collapsing government revenue.
