Managing the Speakers' List

The General Speakers' List (GSL) is the backbone of formal debate. Delegates add their names to the list and speak in order when called upon by the chair. Managing it well means more than just tracking names.

Practical tips for chairs:

  • Keep the list visible. Write it on a whiteboard or project it so delegates know when their turn is coming.
  • When the list is exhausted, the committee moves to voting. Use this as a tool — reminding delegates that the list is almost empty creates urgency to finalize their positions.
  • If the same delegates keep dominating the list, gently encourage others to sign up. You can say 'The chair would like to hear from delegations that have not yet spoken.'
