How to Represent an Elected Member

Strategies for maximizing influence during a two-year term without veto power, from pen-holding to coalition-building.

Representing an elected member of the Security Council is a different kind of challenge than representing P5. You lack the veto, which means you cannot unilaterally block anything. But this does not make you powerless. Some of the most impactful Council diplomacy in recent years has come from elected members like Ireland, Norway, Kenya, and the UAE.

Your strategic advantage is flexibility. P5 members are locked into predictable positions. As an elected member, you can bridge divides, propose creative compromises, and build coalitions that cross the usual P5 fault lines. Your two-year term also gives you urgency: you have limited time to make an impact, which motivates action.
