External Actors and Interests
Sudan's war has drawn in regional and international actors with competing interests. The United Arab Emirates has been widely reported to supply the RSF with weapons and funding, viewing Hemeti as an ally in its broader regional strategy and valuing Sudan's gold resources. Egypt backs the SAF, seeing Burhan as a more reliable partner and fearing instability on its southern border.
Ethiopia is preoccupied with its own internal challenges but watches the border region closely. Chad hosts hundreds of thousands of refugees and faces spillover violence in its eastern regions. Russia maintains ties to both sides, having secured a potential naval base agreement on Sudan's Red Sea coast. The strategic importance of Sudan — straddling the Nile, the Red Sea, and the Sahel — ensures that external powers view the conflict through the lens of their own interests.
