The Public Service Model
Public service broadcasting is based on a simple premise: some information is too important to leave to market forces alone. Public broadcasters like the BBC (UK), ARD/ZDF (Germany), NHK (Japan), and ABC (Australia) are funded by the public — through license fees, government allocations, or dedicated taxes — and mandated to serve the public interest rather than maximize profit.
The model originated in the 1920s when radio spectrum was scarce and governments had to decide who could broadcast. The BBC, founded in 1922 and chartered in 1927, became the template. Its founding director, John Reith, articulated a mission to 'inform, educate, and entertain' — in that order. The BBC would be funded by a license fee paid by every household with a television, insulating it from both government budgets and advertising pressure.
