The most widely used stakeholder analysis tool — plotting stakeholders by their power and interest to guide engagement.

Plotting Power Against Interest

The power-interest grid (also called the Mendelow matrix) places stakeholders on a 2x2 matrix based on two dimensions: their power to influence the outcome and their interest in the issue.

High power, high interest — Key players. Manage closely, involve in decisions, and maintain strong relationships. These stakeholders can make or break your project.

High power, low interest — Keep satisfied. Don't overwhelm them with detail, but ensure they remain supportive. A disengaged but powerful stakeholder who turns against you is a serious threat.

Low power, high interest — Keep informed. They care deeply and can become allies, amplifiers, or early warning sensors. Ignoring them breeds resentment.

Low power, low interest — Monitor. Use minimal resources here, but reassess regularly — power and interest can shift.
