The Apex of Power
The Politburo Standing Committee (PSC) is the most powerful decision-making body in China. Its members — currently seven — oversee specific policy domains and collectively make the most consequential decisions on the economy, foreign policy, security, and ideology. The General Secretary of the CCP (currently Xi Jinping) chairs the PSC and is considered the paramount leader.
PSC members are selected through an opaque process combining factional negotiation, patronage networks, and seniority. Until Xi Jinping, informal norms had developed: leaders served a maximum of two five-year terms, retired at 68 ('seven up, eight down'), and successors were groomed in advance. Xi has broken all of these norms.
