Policing Models Compared
Policing varies enormously across countries. The British model of 'policing by consent' dates to Robert Peel's founding of the Metropolitan Police in 1829, with the principle that police authority derives from public approval rather than force. Officers historically did not carry firearms, and community relations were prioritized.
Continental European police forces (France, Spain, Italy) often include gendarmeries: militarized police forces under the Ministry of Defense that operate alongside civilian police. The US has an exceptionally fragmented system with approximately 18,000 separate police agencies, from federal (FBI, DEA) to state to local, creating enormous variation in training, accountability, and culture.
