Parliament of India

The structure of India's bicameral Parliament — the Lok Sabha and Rajya Sabha — and how legislation is made.

The Two Houses

India's Parliament consists of two houses: the Lok Sabha (House of the People) and the Rajya Sabha (Council of States). The Lok Sabha has 543 elected members representing single-member constituencies, elected by universal adult suffrage using FPTP. The Rajya Sabha has 245 members, most elected indirectly by state legislatures using proportional representation, with 12 members nominated by the President for expertise in literature, science, art, or social service.

The Lok Sabha is the more powerful chamber. Money bills can only be introduced in the Lok Sabha, and the Rajya Sabha can only delay them for 14 days. On ordinary legislation, if the two houses disagree, the President can convene a joint sitting — where the Lok Sabha's larger membership gives it a decisive advantage.
