How to define motions, set up models, and build a winning OG case that frames the entire debate.
Defining the Motion
The PM's first task is to define the motion clearly and fairly. A good definition:
- Is reasonable — it interprets the motion as an informed, reasonable person would
- Is debatable — it does not make the motion truistic (so obvious no one would disagree)
- Is not a squirrel — it does not twist the motion to mean something it clearly does not intend
For example, on the motion 'This House would legalize all drugs,' a reasonable definition would include all recreational drugs being legal to purchase and consume by adults. A squirrel would be defining 'drugs' as pharmaceutical medications. A truism would be adding so many regulatory safeguards that opposition has nothing meaningful to oppose.
If the motion includes 'This House believes' (THB), the debate is about a principle. If it says 'This House would' (THW), the debate is about a specific policy and you should present a workable mechanism.
