People's Daily Zhong Sheng (钟声) Editorials

Origin and Institutional Weight

Zhong Sheng (钟声) — literally "the sound of the bell" — is a standing byline in People's Daily (人民日报) used since November 2008 for editorials on major foreign-affairs questions. The two characters are also a homophonic abbreviation of 中国之声 ("China's voice"), and the column functions as the paper's authoritative international-affairs editorial slot. Unlike named commentary by staff reporters, Zhong Sheng pieces are produced by the People's Daily International Department (国际部) under coordination with the Central Propaganda Department (中宣部) and, on sensitive files, with input from the Ministry of Foreign Affairs and the Central Foreign Affairs Commission Office (中央外办).

People's Daily itself is the official organ of the CCP Central Committee (中共中央机关报), a status fixed since its elevation from the North China Bureau paper in August 1949. Within the paper's hierarchy of editorial voices, Zhong Sheng sits below only Ren Zhongping (任仲平) — the rare, multi-thousand-character signed editorial reserved for landmark domestic-political moments — and at roughly the same authority tier as Guo Jiping (国纪平), the international long-form counterpart. Day-to-day MFA spokesperson remarks rank below Zhong Sheng; Zhong Sheng formalizes a position the Party wants on the record in print, not merely at the briefing podium.

How to Distinguish the Tiers

A practical hierarchy for analysts reading the PRC foreign-policy press:

• Ren Zhongping (任仲平) — "Important People's Daily commentary," 人民日报重要评论 — Politburo-level signaling, often timed to plenums or anniversaries.
• Guo Jiping (国纪平) — "Important international commentary by People's Daily," 人民日报国际评论 — comprehensive doctrinal pieces (e.g., the 14 June 2021 "Where Is American Democracy Headed").
• Zhong Sheng (钟声) — short, sharp editorials of 600–1,200 characters, often run two or three times in a single week during a crisis.
• Huan Yu (环宇), Ping Ke (平克), He Zhenhua (何振华) — secondary international bylines for less-charged commentary.
• MFA spokesperson transcript — operational daily messaging.

Zhong Sheng is the printed escalation step above a spokesperson rebuke. When Beijing wants to convert a verbal protest into a documented Party position — citable by Chinese embassies, replayable on CGTN, and translatable into the foreign-language editions — it runs Zhong Sheng. The column's frequency is itself a signal: during the August 2022 Pelosi visit to Taiwan, People's Daily ran seven Zhong Sheng pieces between 3 and 10 August 2022, an unusually dense cluster that telegraphed sustained high-level displeasure. By contrast, routine bilateral irritants generate one piece and disappear.

Production and Translation Footprint

Zhong Sheng editorials appear on page 3 of the domestic People's Daily (the international page) and are simultaneously translated for the People's Daily Online English, French, Spanish, Russian, Japanese, and Arabic editions, and routinely re-run by Xinhua, CGTN, China Daily, and the Global Times. The English rendering is usually faithful but smooths the more pointed Chinese formulations — analysts working a hard case should pull the Chinese original from renminribao.com.cn and check key noun phrases. Diplomatic cables from PRC missions frequently quote Zhong Sheng verbatim to host governments, treating the column as a quotable Party text rather than journalism.

Standard Lexicon and Escalation Markers

Zhong Sheng deploys a tightly controlled vocabulary. Reading the column is largely a matter of recognizing which fixed phrases (套话) appear and in what combination. The following formulations carry specific weight:

• 强烈谴责 (strongly condemn) — reserved for acts Beijing treats as crossing a red line; appeared repeatedly in Zhong Sheng commentary on the 7 May 1999 Belgrade embassy bombing anniversary pieces and on AUKUS submarine cooperation after the 15 September 2021 announcement.
• 坚决反对 (firmly oppose) — the standard rejection register for U.S. arms sales to Taiwan under the Taiwan Relations Act (P.L. 96-8).
• 严正交涉 (lodge solemn representations) — signals a démarche has been or will be delivered.
• 玩火者必自焚 (those who play with fire will perish by it) — a Xi Jinping formulation from the 9 November 2021 video call with President Biden, recycled by Zhong Sheng during the 2022 Taiwan Strait crisis.
• 不得人心 (loses popular support) / 逆流而动 (acts against the tide) — framings used to isolate the target diplomatically.
• 冷战思维 (Cold War mentality) and 零和博弈 (zero-sum game) — almost mandatory in Zhong Sheng pieces on AUKUS, the Quad, NATO's 2022 Madrid Strategic Concept, and U.S. semiconductor export controls (BIS rules of 7 October 2022 and 17 October 2023).

Escalation is also marked structurally. A single Zhong Sheng piece is a notation; a cluster of three or more within a week indicates a sustained campaign authorized at a senior level. Naming the target country in the headline (rather than referring obliquely to "certain countries," 某些国家) is a further escalation. Naming a specific official by name and title is rarer still and reserved for figures Beijing has decided to personalize as antagonists — e.g., then-Speaker Nancy Pelosi in August 2022, or specific U.S. Commerce Department officials after the October 2022 chip controls.

Cross-Referencing With Other Channels

A Zhong Sheng editorial almost never stands alone. Standard practice is to read it against:

1. The MFA regular press briefing transcript for the same day or the day prior — the spokesperson typically previews or echoes the Zhong Sheng line.
2. Xinhua "authorized release" (授权发布) bulletins — for any underlying policy document being signaled.
3. The Taiwan Affairs Office press conference (held twice monthly, second and fourth Wednesdays) — when the subject is cross-Strait.
4. Qiushi (求是) articles — for doctrinal framing of the same issue at greater length.
5. Foreign Ministry démarche read-outs posted under "中方立场" on fmprc.gov.cn.

When all five channels carry a coordinated message within 72 hours, the analyst is observing a whole-of-system campaign rather than tactical messaging. The 4 August 2023 PLA exercises around Taiwan and the 13 December 2023 Politburo statement on the Israel-Hamas war both produced such convergence, with Zhong Sheng serving as the printed anchor.

Reading the Silences

Equally telling is what Zhong Sheng does not address. The column's silence on a major international event — for instance, its restrained handling of Russia's 24 February 2022 invasion of Ukraine, where pieces criticized NATO expansion but avoided naming Russia as aggressor — is a deliberate editorial choice that maps directly onto the Party's policy posture. Cataloguing absences across a quarter is as analytically valuable as parsing the texts themselves.
