Structuring the Recommendation
The policy memo is the standard vehicle for communicating analysis to decision-makers. A typical structure is: (1) Executive summary with the recommendation upfront, (2) Problem statement, (3) Background and context, (4) Options considered, (5) Evaluation against criteria, (6) Recommendation with rationale, (7) Implementation plan.
The most important principle: lead with the answer. Busy decision-makers read the first paragraph and may not get further. Put your recommendation and its key rationale in the first few sentences. If they want to understand your reasoning, they can read the rest.
