Local Governance (Panchayati Raj)

How India's 73rd Amendment created the world's largest system of local self-governance, the revolution in women's political participation it produced, and the gap between constitutional promise and ground reality.

The 73rd Amendment: A Constitutional Revolution

The 73rd Constitutional Amendment of 1992 created a three-tier system of local self-governance: gram panchayats (village councils), block panchayats (intermediate level), and zila parishads (district councils). With roughly 250,000 gram panchayats across India, this is the largest system of local governance in the world, involving over 3 million elected representatives.

The amendment mandated that one-third of all panchayat seats be reserved for women, a provision that many states have since raised to 50%. This produced the largest cohort of elected women in the world. Over 1.4 million women serve as panchayat representatives, far exceeding the number of elected women at any other level of Indian government. Research has shown that female-led panchayats invest more in drinking water, roads, and health services, and that exposure to female leaders reduces gender bias among voters.
